Is reading TOI for clat (CA,RC) is okay or we should use only the hindu?As the hindu is not available at my place.

You can try pratyogita darpan and Indian express .
For Mobile app, I would recommend Jagran Josh.

TOI is not that accurate for clat preparation. Either use jagran Josh or Indian express or pratyogita darpan .
