Yes , state government issued pwd certificate should be enough during counseling of your admission.
But remember that original document is required during the counseling and failing in that might lead to seat loss.

I think that should be more than enough. Usually it is a certificate that is issued by a government hospital in your locality with a given percentage of disability specified on it. Make sure to upload this form along with other documents while doing online registration. And make sure to carry it along while taking admission in college as well.
