Hello candidate,
OBC NCL certificate is not really provided on the basis of financial ground or Income Certificate, but is rather an official certification of those ethnic groups which belong under the non creamy layer category.
The income certificate can be needed if you are applying for any scholarship or Fee Concession on the basis of your OBC certificate.
