No there is no chance, that you can get a government college with 26 percentile.

The minimum percentile for other categories like SC/ST/OBC also ranges between 65-80.

No, according to this percentile you have no chances of a government engineering college. If you belong to sc/st category also, the minimum percentile should be 75 to get into a good engineering college.
