There is no such rule like that in which Freshers and Droppers are differentiated for selection through JEE.
There is only one regulation that is only the eligibilty criteria for appearing in JEE MAINS. After a student have appeared in JEE and have a score card then no college considers the being Fresher/Dropper factor during selection.
