Is there any effect of change of address during josaa councelling. Whether proof of present address will work or require any other formality

No your exact proof of address is not at all required during JOSAA counselling. The only thing which matters is the state from which you have appeared for your 12th board examination because that is going to decide your eligibility for home state quota for admissions in NITs and certain GFTIs. Rest assured any other details regarding your residence do not play any role during JOSAA counselling.
