There is no such thing as home state rank in JEE. Only you get 50% reservation for home state quota in counselling through your JEE Main rank, i.e, to get admission in NITs/ IIEST/IIITs. There is no home category for counselling through JEE Advanced rank, i.e, to get admission in IITs.

As per JoSAA, there are several seats reserved for Home State quota. Students of a particular state are given higher priority than students of other states.
JoSAA have a different opening and closing rank for Home State quota.
