There are some institutes that admit candidates bases on GATE scores without written test, but there is no way telling for certainity that there will be no tests. The best thing to do is wait for the official notification to be out, as then the admission procedure would be clearly mentioned.

I would suggest you check check indivisual IITs and NITs for details, even call them up.

There are numerous ways you can get admission to IIT without GATE . You do not require GATE score if you are applying for Part Time or Sponsored M.Tech. or MS Research. Moreover, GATE score is not a criterion for PhD admission . At IIT Delhi, we have different shortlisting criterion for various PG Programs.
