Yes, M.Ed seats can remain vacant even after the regular counselling process. Some universities conduct mop-up, spot, or special rounds to fill these leftover seats. For example, MDU has published M.Ed vacancy information for 2026–27, and other universities are conducting mop-up/spot admissions.

However, whether a seat is currently available depends on the university and state.
