Is there any provision at the time of JEE mains counseling to change the category from general to OBC (supported with valid OBC certificate) ?

Unfortunately no, It is possible to change your Category to change from General to OBC, whereas vice versa is possible.There is a provision, given in your application form during the time of your registration, in your application form. But it is practically impossible to change the category during the time of Counselling.
At the time of your counselling, you're asked to visit the nearest college for Document verification. Even if you provide with valid OBC Certificate, you've filled General in your application form. Therefore, you wouldn't be given any provision for switching your category there.
