Is there any quota for student who are not handicapped in this college?

Dear aspirant,
Speaking generally, There are quotas for students who have disabilities, doesn't have to be any physical disability it is person with disability. Yes if a student has some pyschological disorder it should also be considered as pwd as long as there's a doctor's certificate to prove it.
Then you have reservation for sc/st/obc-NCL.
