is there any requirement of class 12 marks at the time of counseling

If your counselling is going to be held before the declaration of class 12 results,then probably you might not be required to give your results.After the results declaration,If you do not have your 12th original certificate during your counselling,then you can produce your marksheet which you can get from your school/institute which they'll provide before issuing the original certificates.But at the time of admission,the college may ask you to submit your 12th original certificate which you will get by then.

You have not mentioned about the course or college in relation to which you are asking the question, but the general practice by the universities across India is to ask for class 12th marksheet during admission and counselling process, if you dont have the same then you will need to furnish an undertaking to submit/show the marksheet within a stipulated time mentioned.
