No, there is no defence quota or reservation for candidates from the armed forces background in either of the JEE exams. The focus of the reservation is to help with increased opportunities of the other categories such as ST/SC/OBC/PwD and alike, who need it more.
Then there is also a state/domicile based reservation wherein for any college within a state, for example, IIT Delhi, preference will be given to that state's (in this case Delhi resident) than another state's candidate.
