Is there first one served first rule on thapar admission for btech

There are two modes of admission in the colelge. 70% of the total BE/BTech seats have to be filled based on percentile merit of JEE Mains exam in the Thapar university. 30% of the seats are filled depending upon the merit basis  in 10+2 or equivalent examinations in aggregate of three subjects physics, maths and aone subject between Chemistry, Biology, Biotechnology and Technical Vocational subject.So, there is no first come first serve basis.
