Jobs wether state or central if you have any doubt against any candidate or govt official you can file RTI against that candidate or the whole recruitment procedure and you will get the required information and if any candidate or govt official found guilty He/She will be prosecuted and actions will be taken against him.
So I suggest you to please don't listen the wrong rumours or information believe in yourself and go for it and if you still think there is a partiality going on you can use your RTI [Right to information act].
