Yes, All India students can apply for WBJEE but for private seats. For government college you should have domicile certificate.

To get admission in Gov. colleges of West Bengal you should have the domicile of West Bengal but to apply for Self finance colleges you do not require the domicile.
So if you do not have the domicile then you can take admission in private colleges. For further you can go through with given below link.
