It is necessary to enclose final semester mark sheet for tancet counseling application 2018......but I didn't receive my mark sheet till now

Not necessarily to upload final semester marksheet, you can leave it blank, since many students appearing final year are eligible forbTANCET and hence allowed to leave that marksheet blank.
However you need to submit details of final semester marksheet once its furnished.
