    Hello aspirant. You are eligible for home state quota in the state with your permanent address like on your Aadhar card. It doesn't matter from where have you done your 10th or 12th. Moreover, OBC quota doesn't depends on any state. It is an All India Quota. You can get OBC quota from Punjab but not home state quota. Hope this helps.
