I've got 71.2 percentile in jee mains and I belong to OBC category. Is there any chance to get any governmental college state level or NIT's

Your 71.2 percentile is not good. You will have general rank around 272000. And obc rank will be around 90000.
So it seems of no chance for getting NITs. But you may get state colleges and some private college.
But its time is not to find your college but to prepare and reapper in jee main once again in april. Prepare well and exel in exam. Hope for best.
