If I have 10630 SC category rank will I get admission in Jacdelhi counseling ?

I suppose yes you have to. Generally there is a date mentioned on the certificate, and the certificate is valid upto that date. It should probably be 6 months or an year, but in your case the certificate is 1.5 year old . So I would suggest that to be in the safer side renew it.
