Hi vijay,
All the cut offs of IIT, NIT , IIIT, GFTI, are put up and shown on the official website of JOSAA. And the case that you are mentioning is very rare and the cut-offs change only if sufficient number of students do not take admission. Thus mostly takes place in lower ranking IITs only . Although their is no news of change of cut off
