First of all, NITs don't take admission through JEE ADVANCED. They consider JEE Mains. So you cannot get an NIT through JEE Advanced All India Rank.
Secondly, if you talk about GENERAL CATEGORY closing ranks, getting an IIT for AIR of 17k is improbable. Hope that answers your questions.
