You have not cleared in the question whether you had given your 12th in 2017 and again going to appear for 12th exams in 2020.If you are giving your 12th board exams in 2020, then yes you can appear for JEE mains in 2020.

If it's going to be 4th attempt in 2020, then for sure you are not eligible for JEE mains 2020.
