You can't simply apply for JoSAA counselling..there are conditions and eligibility criteria which you need to meet.
First, you need to secure equal marks to the cutoff of JEE Main 2017 or more than that.
Secondly, you can only apply for JoSAA 2017 counselling (once it's announced), only if you have secured 75% aggregate marks (General Category) in class 12th (with the required subject combination) or are in the top 20 percentile of your respective class 12th board. The eligibility for OBC-NCL/SC/ST/PwD candidates is 65% aggregate marks in class 12th or being in the top 20 percentile of your respective class 12th board.
