The official rank list hasn't been announced yet, it will be released after the April session of the exam. You could predict your current rank using this formula:

JEE Main 2019 rank (probable) = (100- NTA percentile score ) X 874469 /100

Your score of 28 percentile is insufficient for qualifying into the Jee Advanced, also the chances of getting into an NIT are slim. It's recommended that you try to improve your performance in the next session.

We can't predict exactly.But the expected rank is calculated based on your NTA percentile using the formula.
Rank=(100-NTA percentile)*874469/100
Your expected rank may be 6,29,617.
But the official cut off will be released in the month of April after the second JEE mains exam which will be conducted in the month of April.So you have to wait for the official cut offs..And based on your category you may have reservations.
