The official rank list hasn't been announced yet, it will be released after the April session of the exam. You could predict your current rank using this formula:
JEE Main 2019 rank (probable) = (100- NTA percentile score ) X 874469 /100
Your score of 28 percentile is insufficient for qualifying into the Jee Advanced, also the chances of getting into an NIT are slim. It's recommended that you try to improve your performance in the next session.
