Balveer, according to the Person's with Disabilities Act, Physical, Intellectual, Audio, visual and Multiple disorders caused due to neuro muscular deficiences are eligible for PWD reservation. But stuttering is a speech disorder which can be rectified with speech therapy and doesn't qualify for PWD reservation. You need to consult first to a doctor. And then the board which issue a PWd certificate.  Only they can decide you whether you belong to PWd category or not. This is done through examination of your condition and other things.
