Yes,of course they will recruit.If there is a vacancy,they'll post it in their official website and will conduct the ICRB exam to recruit.The exam's questions will be from your domain.Candidates will be shortlisted from the entrance exam and will be called for the interview.After that you will have to clear the interview to get into ISRO.Chemical Engineers will work in the fields of fuel and propellants of rockets,Liquid Nitrogen,Thermodynamics of engines and shuttles,materials used in the manufacture of parts of spacecraft etc..All the best!!

see time to time there is many recruitment going in isro. for several past years they are recruiting for computer science, electronics, electrical, and mechanical engineers. but there is always possibility that they will hire other stream engineers also. for making a satellite their is many technologies needed and also the qualified person need to present their for supervise. see if you want to pursue chemical engineering and really passionate about it then join any good college, dont think about job prospect of view right now as rather than isro , there is many organization who hires chemical engineers, some example as ongc, iocl, barc, sail, ntpc etc.
