Getting 75% in board is compulsory for admission in NITs,CFTIs and IIITs but if there are are some good private colleges too that give admission to candidates with less than 75% in boards.

A candidate cannot get any government college through JEE main examination if he has not scored atleast 75% aggregate in class 12th, that's the eligibility criteria for JEE main examination.
As you've mentioned, and considering 60% in boards you can try giving more examinations for private universities such as VITEEE and UPSEE as their eligibility is less than 60%.
Note- For VITEEE it's 60% in PCM seperately in each subject of it.
