Yes , You are eligible for the NEET irrespective of your class 12 board. The 12th board appearing students can also apply for NEET .
Talking about educational qualifications,
General students must have minimum of 50% marks taken together in Physics, Chemistry, Biology/ biotechnology in class 12th board.
For ST/SC/OBC candidates the minimum marks is 40% and for PWD its 45%.
Class 11 marks have nothing to do with your eligibility for NEET .
