As for your GATE rank all IIT's and top NIT's are out of the context so better try for a state university and if you are lucky then you may get a NIT's, obviously a lower grade NIT's much like North Eastern one. If you could get a NIT then you won't get a branch of your choice.

So, i would suggest you to go for State Sponsored University.
