Hey,
The medical certificate as per the requirements of West Bengal State Counselling should be verified and signed by any registered medical practitioner. It is not necessary that he/she should work in a government hospital. You have to use the medical certificate proforma given in the West Bengal state counselling site.

Hope you are doing well.
For medical certificate , you can go to any govt. Authorised doctor having MBBS degree.
That could be anyone irrespective weather he/she is from a govt. Hospital or private hospital.
