Yes, you can fill the JEE Main form .
There is
no age limit
for JEE Main.
Your
date of birth (16/01/2008)
is acceptable.
You only need to meet the Class 12 eligibility :

You must have passed Class 12 or be appearing in Class 12 in the eligible year mentioned in the JEE Main notification.
If you are currently in Class 12 or will appear for it , you can apply.
