Prateek sorry to say that if you have not qualified JEE Mains 2019 cutoff then you are not eligible for JoSAA counselling 2019. But you can get other state government and private colleges according to your score in JEE Mains score. You can predict your college with careers360 college predictor.

As you didn't qualify for jee advanced you cannot sit for josaa counselling. As counselling is meant for only those who have qualified Jee mains.
