my best four percentage is 97.75. cut off list shows 97.5 can i apply to that college

Yes, you can apply to that particular college as your percentage is above the cut-off percentage that means you are eligible to apply for admission through that particular entrance exam and hence you are qualified i.e. you have cleared the entrance exam and can apply for admission to various colleges which accept those entrance exam marks.
