My brother got 2116 rank in AIIMS 2018.He belongs to OBC category and category rank is 512.Can he expect any of the AIIMS college?

Total seat of Aiims is only 700.

so, just because there are 700 seats does that mean only students near 1 k rank get in ? Take a Look at the statistics Dude.
