My B.tech (CE) percentage is 70% & Gate score is 479 in 2019. In which IITs & NITs am I eligible for MS(R) & PhD in winter 2020? Though I know most of the admissions had been closed. I want to apply for the coming summer or maybe next winter!

According to your gate score you may get IIT delhi and IIT guwhati for MTech. Your gate score is not very good to get lots of courses.
