my clat score was 76,all india rank was22517 and obc rank was 3k something,i want to know,can i get vips and what colleges of ip i can get?

First of all congrats siddharth for securing 22k rank with 3k rank in obc category. As per my knowledge students below 5k ranks with delhi domicile are eligible for almost all top IPU colleges including VIPS. So you have very high chance of securing a seat in 1st to 2nd round of counselling else 3rd round counselling is all yours :). It will be great if you are having delhi domicile !!!
