Yes you can apply for UPSC Civil Services examination. According to IAS eligibility criteria, the minimum educational qualification required to be eligible for the the examination is graduation in any discipline from a recognised university. Candidates who are in their final year of graduation can also apply provided they will have to provide proof of having passed the exam while filling the Detailed Application Form (DAF) for the mains exam.
