It all depends on the branch you would opt for.

If it's a branch like COMPUTERS or ELECTRONICS AND COMMUNICATION, then am afraid, top 10 colleges won't be possible. However courses like production may have a slim chance though i doubt. Incase you have any reservation, it will help a lot

According to your rank, you are not eligible for a seat under AP EAMCET. Only the top ranl students will get a seat in the best colleges under EAMCET. As your rank is quite low and also as you haven't mentioned about any reservation, it is difficult to get a seat in any of the government college.
