The eligibility age for the NEET exam is 17 years in the year you are appearing it means you should be 17yrs before 31dec 2023.
So as per your birthday in 2023 you will 17 yrs old so yes you will be eligible for neet 2023.
You can start your preparation from now itself if you have passed your 10th boards exam
