I assume 28500 is her category rank. The closing rank for Civil Engineering at NIT Kozhikode was around 6,800 for OBC-NCL via home state quota. This year's cut-offs are also expected to be similar. So there is no chance that your daughter gets admission.

Your daughter has secured AIR 28500 in Jee mains. So according to the previous year cutoffs of NIT Calicut the closing rank for Civil engineering under OBC quota was
Home state 6854
Other state 5589
So looking at the cutoffs it is not possible to get a seat at NIT calicut under OBC quota with a rank of 28000.
