Sanjay, it isn't clear if your daughter was born in Rajasthan and studied in Rajasthan until her 10th. But by studying her 10th and 12th in UP, though she is not a resident of UP, she qualifies for UP Domiicle thereby qualifying for UP NEET State Eligibility. For Rajasthan domicile, either you should have been a resident of the State for 10 years or your daughter should have studied in Rajasthan for a period of 5 years as per the criteria mentioned in our article: https://medicine.careers360.com/articles/rajasthan-mbbs-admission . If this rule is fulfilled, your daughter can claim Rajasthan's State domiicile too. Now regarding choosing what might be the apt State of Eligibility, Rajasthan has the highest cut offs when compared to UP. But UP has most no.of MBBS seats at 5565 in 2019  and the number will only increase in 2020 as the Government will give UP as many as 3-6 Medical Colleges. If that happens, the chances of getting a seat through UP will be much easier than when compared to Rajasthan. But Rajasthan also  has famous Medical Colleges. So please take a call based on these factors. Having said that, your daughter can attend both State's counselling. When the respective State's release their online counselling registrations, your daughter can register and participate in State Counselling.
