My daughter is born in Gujarat studied upto 10th std. in Gujarat and completed 11 and 12 std. in UP. We have transferrable job.

Dear Bindu, Karnataka is an Open State. So your daughter needn't hold domicile of Karnataka to participate in Karnataka State Counselling. And the idea of All India 15% is that she doesn't have to hold domicile of that particular State. All States except Jammu and Kashmir contribute to tje Central Pool and candidates except from Jammu and Kashmir can participate in this Counselling. Candidates belonging to Jammu and Kashmir need to produce a self declaration statement if they want to participate in All India Counselling. Coming to State Counselling, few States make sure that their State's domicile is only for those Candidates who have spent atleast 7-10 years in their particular State. For example, West Bengal has been thinking of a new domicile rule which states that the Candidate can hold domicile of their State only of he/she has studied/resided in West Bengal for a minimum of 10 years. Apart from that States like Punjab and Delhi consider Candidates who have studied 11th and 12th in their States for State domicile which also means Institutional Quota. But again the Candidate should have studied both 11th and 12th from the same State.
