You haven't mentioned about the entrance she gave. As per the rank better to look for private colleges or if she has any reservations then apply for government colleges in the state. Using state quota and categorical rank she can get an government college.
Apply for counseling and give the options of the college she is interested or you find good in your state. She will get on for sure.
For EEE it will be easy to get an admission.

No there is no EWS but you can apply for TFW as every college has this and they keep a rank cutoff for it also. You can apply for that in any college you join. If not you can apply for scholarships which is provided by the government or by your college which you will join.
