My friend got 450 in gate 2019 mech and he belongs to SC category what are his chances to get into iit.

Since your friend has achieved 450 in the gate examinations, your friend has a pretty good chance to get admission in the IIT's, and what course or subject you wish to study also plays a vital role.
For example, the top branches would not be available but if IIT is the target then your friend has a pretty good chance.
