my friend got 46 percentage mark in mathematics in +2 so can he eligible to have any engineering exam and his total mark is 60%

According to me you should check his foundation in maths if that is weak than. Engineering might not be a right choice. He need to consider other options for the career build up.

Criteria says for applying JEE Mains candidates should have passed Physics Chemistry and Mathematics. For NITs, IIITs, CFTIs candidates must have scored 75% in 12th
yes he can. Certain colleges ask Physics Chemistry and Mathematics aggregate of 50%
