My friend got Around 9000 rank in VITEEE 18 so can he get CSE in Vellore as he belongs to OBC/BC community...

There is no reservation on the basis of community in VIT.
Getting CSE might be a bit difficult for him. Although, he may get IT which has almost equal opportunities as CSE these days.
