My friend was failed in class 12th twice them they wish to get admision in government school in class 12th bcoz they belong from poor family

As you have mentioned that ur friend has failed twice Tell him that he do need to worry at all there are still options are left.He can take admission in Nios National open school govt of indiawhere he can take admission in arts Hindi English and totalk subjects is only 6 and fees between 5000 for entire 2 yrs 12th class .he can pass with assignments

Actually its difficult to take admission in 12th in government school because admission only open for 11th class student not for 12th so it is may be it is not possible
