See there is no constraint regarding the eligibility. Your friend can apply for Pol Sc(H) course but it depends on which college he will get. Good colleges will have more students with greater marks so there can be a problem to get chance.
SO I would recommend your friend to apply in a number of colleges and he will get chance in any of them.
