my gate score is 421 in EEE. whether i have chance to enter in to nit through spot round.what is the procedure?

Yes, you have a chance but it is very thin .The cutoffs for NITs are high so you will have to satisfy with the lower ranked NITs such as NIT Durgapur, NIT Raipur, NIT Uttarakhand, and NITs from north-east.
To apply for admission you have to fill the form of CCMT.
